asu tution fee etc.. problem ( international student )

soo asu is billing me on semester bases ( like I regester for classes for spring semester and I pay the tution fee etc for spring in December. Then I regester for classes for fall semester and pay the tutions etc for fall in August )
But this is not convenient for me
I'd like to pay the entire years fee ( spring and fall semester ) together right now in December
1. Soo is there a way I can choose to be billed in a yearly bases ( instead of semester bases ) ?
2. Do all collages bill their students on semester bases?
