Chances for LOW gpa but decent SATs

Low Income
First generation/first in family to go to college

Major - not engineering or anything impacted

CSU GPA: 3.0

SAT I Reading/Math - 1310

SAT II 660 650

I heard extracurriculars don't matter for CSU, yes or no?

I had really bad freshman and sophmore years, combination of laziness and some problems at home. I think this last year (12th grade) has been the only year that's really indicative of my ability. I'm expecting a 4.5 weighted GPA, being in 4 AP classes. I don't know if this has any bearings on the decisions though, do they even see it?
