HPUCK: I suspect that number (< 10%) your wife was given is the number of open spaces in the ME Department / number of ME applicants for those spaces. The number of ACCEPTED students is always higher than the number of spaces available because yield is never 100%. Given the trend above, a 2010 CENG accptance rate below 10% (for any department) seems unlikely.
