I accidentally put 3 dependents in my household instead of 4, is that okay? What's going to happen if they find out that I put in the wrong number?

I think at the application phase they are just trying to see if you qualify for a reduced fee for the application. If you underreport the dependents, the worst thing that will happen is you may not qualify for the reduced fee if you otherwise would. No worries otherwise.

It says estimate for 2013, so would they count it against me? I really need those application waivers because I can't afford them any way..
