Suspicious email from CSULB?

Supposedly CSULB sent rejected fall 2010 students with two versions of an email:
1) If you would like to attend CSULB this spring – ACT NOW and follow the steps listed below!

CSULB is now able to accommodate a significant number of eligible transfer students for Spring 2011 due to the funding provided in the recently passed state budget. Given the short period between the passing of the budget and the beginning of our spring term, unusual flexibility has been allowed in our admission criteria to allow qualified transfer students to enroll at CSULB this spring.

You originally applied for admission for Fall 2010 and we were not able to accommodate you because of the state budget crises. It now appears that we have a space for you for the Spring 2011 term if you are interested!

If you are interested in coming, please act now:

1. Go to CSUMentor and submit an application for the Spring 2011 semester by November 10. No application fee is required – just select the “check or money order” option and submit the application. We will then waive the fee for you. Make sure you list all colleges and universities attended with the correct attendance dates (including this semester if you are currently enrolled).

2. Send us official transcripts as soon as possible! We kept the ones you submitted previously submitted so we only need updated transcripts from schools you attended this past spring or summer.

Financial Aid is available for those who qualify. For more information on our spring opportunity, please see CSULB Enrollment Services

Great News! CSULB is now able to accommodate a significant number of eligible students for Spring 2011 due to the funding provided in the recently passed state budget. You originally applied for admission for Fall 2010. We unfortunately were not able to accommodate you then because of the state budget crises. But now, we have a space for you for the Spring 2011 term if you are interested!

If you would like to enroll at CSULB for this Spring, reply to this email no later than November 10, 2010 with the following information:

1. Put “yes I want to enroll” in the subject line. That’s it - no application or fee.

2. Include your CSULB campus id (if you still have it),

3. Let us know where you are currently enrolled for Fall 2010.

You don’t have to make a firm commitment yet. If you are interested, please reply! We will get back to you within 2 weeks with a letter of admission which will include instructions for confirming your intent to enroll; submitting your enrollment deposit; and signing up for orientation. Financial Aid is available as is some campus housing.

If you have questions, contact our student relations specialists at (562) 985-5471.

Is there a reason why some students received the first version while others received the second?? The second email makes it sound like anyone can get automatic acceptance while the first is saying "maybe".
