Preference to out-of-state students?

Do public universities give preference to out-of-state students? I am actually debating between UC Davis and University of Florida. I am an Asian female from California, ranked #2 in my class, have a 4.1 GPA, involved in many extracurriculars, have a 1920 on the SAT (retaking) and a 31 on the ACT (retaking), and am planning to major in International Relations/International Studies/etc. Would UF give preference to me, considering that I can pay more money to go there? Or will UC Davis give preference to me, since I am a California resident?
