Transfer as a junior?

Hi all, I have asked some of you, and some advisers at my college.. and the verdict is in. I pretty much have to wait until I am a junior to transfer to UT Austin in order to get all of my required classes for the business school. Now, I have been assured that it would be possible for me to get into another program that didn't require the same courses, then transfer internally...

But, here's my question: Do y'all think that I'd have a good chance of getting into the iMPA program at UT Austin as a junior?? I currently have a 4.0 with a full semester behind me (took classes while still in HS). Let's just assume I'll keep my grades up :)
