Retake my SATs or apply now?

I got a 1600 (600M, 530CR, 470W) for my SAT scores when I took them in June, and I'd really like to retake them (my writing score's low), but my teachers have been telling me to start applying now. I will be retaking them in October I will not get my scores back for weeks... so, should I apply to colleges now or later?

I'm thinking about applying to public in-state schools first (ASU & NAU), even before receiving my new SAT scores. What about other schools? Grand Canyon University, which is in-state, but not public? I would like to apply to out-of-state schools such as SDSU, Oberlin, and Seattle University. What about those?
