Can we still ask for fee waivers after the application deadline?

Pretty sure you can ask your counselor and the school if they offer one.

Fee waivers are intended for applicants who CANNOT afford to pay the fee, not students for whom it would be an inconvenient burden. Your cavalier attitude, "wanna see if i can save myself $400", makes it sound like you are trying to take advantage of adcom's generosity.

If your family truly cannot pay, there are a number of automatic approvals that can be noted in the Common App. For example, if you received a fee waiver for the SAT, most colleges will grant you an app fee waiver as well.
