I just got a letter from them waiving my application fee, but I never sent them my AP scores (only two 5's, one 4) nor have I shown any interest..?

I know several kids who have received the same waivers.
Confused about this situation as well!

They are trying to get people to apply who fit specific profiles.

Test scores get reported to many schools automatically. The schools use the scores to recruit promising candidates . . . and thereby increase the number of app’s they receive. (In other words, it’s a marketing ploy.)

If you’re interested in Rice, then lucky you! If not, then drop it in the trash and don’t give it a second thought.

^ They purchased a mailing list from CB with high AP score (or likely AP scholars). They do not report the AP score to those schools unless you request. Some schools purchase the mailing list geographically, some for high SAT score, or even PSAT score. It is just a marketing tactic. But no, they don't know your score.

There is some profiling being done. I know a bunch of students who got 5s on APs in Houston who never got a waiver. I would be curious to see where OP lives and if there is something in the profile that caught Rice's attention.

I assume they will go after AP scholars as there are way too many 5 each year. My D got that and we are in the midwest.

DS got it, too. He is AP scholar and also in the Midwest.

DD got it from Florida. AP Scholar, but students that get 5's are also likely to take multiple AP's and be AP Scholars. They may be using it to target OOS students who wouldn't be as familiar with Rice as in-state students.

Sounds like Rice is targeting OOS students who might fit their academic standards.

Many schools want to have cultural and geographical diversity. Anyway, I guess they have enough applicants from Texas.
