When you apply to a college do you apply to a certain major or do you apply to a school at the college?

For example, if i want to apply to umich for biomolecular sciences do I apply to the School of Arts and Sciences or do I apply to the major biomolecular science?

    It depends on the university. You choose from a list of majors and not a list of colleges.
    From there it really varies. Sometimes it gets reviewed by the college that the major is in. (Usually this only applies to state schools) However, most times it gets reviewed by the university as a whole.
