Do Colleges compare your SAT scores to your school rather than the nation?

My SAT score isn't that great honestly. In terms of percentiles, my CR score is in the 77% in the nation, math is in the 79%, and writing is in the 82%.

However for my school my CR is in the 92%, math is in the 93%, and my writing is in the 97%.

I'm applying to UC's and am eligible through ELC and statewide path.

Will the UC's look at how I did when compared to my under-performing school or look at the nationwide percentiles?
