what is the "fee" or how does it serve?

why do colleges require paying this fee while applying? I wanna know its meaning. I'm an international student. Thanks!

    The colleges would say that the application fee helps offset the costs of evaluating the application.

    And those that eliminate claim to do so because the fee discourages poor applicants from applying, while those that keep it often point to fee elimination as a way to drive up applications and game the rankings.
