lying on college app?

No, I don't meaning things like putting down achievements one did not earn or fixed numbers of community service, etc. I'm talking about personal things.
My underclassmen years were not great, I mostly got B's in all honors/AP courses (and even a C- in AP physics). However, since my second semester sophomore year, I have shown a great upward change- almost all straight A's (besides AP world civ which I got a B+) with a 4.6 weighted GPA. Would it be allowed/possible to give some made-up story to compensate for my academically poor underclassmen years? A bunch of guys say they "lie" on their college essays.
