I am planning to transfer to us colleges in the near future after two years spent at my local university (i'm international)

And does admissions office really care about HS grades while considering transfer students for admission?

    Depends on the college you are trying to transfer to.

    If it wants to see high school records, then you should assume that they matter, although typically of lesser importance compared to college records if you have enough of a college record.

    Google Common Data Set <school name> and look at Section D. See if HS records are used.
