chances for the spring semester

I got into Rutgers University for the fall 2007 and ended up not going anywhere and just taking the semster off. I applied again for the spring and now I'm starting to question whether I'd be able to get in again or not.
My GPA is about 3.28, and my SATs are 1740. I have really good extracurricular activities (All state athlete, and club sport accalades along with a couple jobs, volunteer work, etc.) I don't have any teacher recommendations which worries me a little bit. I live really close so I applied as a commuter which I figured would help my chances because I've heard Rutgers is having problems with housing. Do I have the same chances as getting in before/ worse/. or better?
