Is the international applicant pool more competitive?

If somebody has Canadian citizenship and resides in the United States, then I assume that they will be counted for as international applicants (refer to schools below). Will being an international applicant reduce their chances of getting in to the following schools?:

Dartmouth, Columbia, HYP, Cornell, and miscellaneous New england liberal arts colleges.
