From a generic standpoint, what are the qualifications for a fee-waiver on college application fees? Is there an income level? Must I be on free/reduced lunch?

Also, how does the fee waiver process work, precisely? How will it play into 'need-blind' decisions? Must I pay the fee, and then recieve reimbursement at a later time if I qualify?

Any help is appreciated. Thanks.
