Rolling Admissions beneficial?

Is it always to a student's benefit to apply as early as possible (like September) to a school that has rolling admissions?

What if the student has a higher GPA than the school requires, but lower/borderline ACT score? Will the school want to wait to see what other applicants they get, or will they see an early application as a sign that the student is very interested in that particular school?

And if they place the student on a wait list, when openings become available are they taken in the order that they are placed on the list?
