Is it worth applying to?

I live in Michigan and I wish to attend U of M. However, I only have a 3.7 unweighted GPA and I only got a 27 on my ACT. I am getting ready for my senior in high school and I am captain of the cross country team, taking 3 AP classes, and taking a college course in German at Eastern Michigan University. Would my extracurriculars and course selection make up for my GPA and test score?
