Possible Double Major in Music

As a kid, I've always been interested in music. I played in my school's concert band and in my senior year I started having interest in musical theater even though I never performed in any of my school's musicals. Is it possible that I can double major in musical theater and in musical composition/film composition?

You can go to any college and take classes in these things. As you gain experience, you may even be able to minor or major in them. You would not get into conservatory without experience, so a BA at a university or liberal arts college without auditions, would be the best fit. It takes a long long time to learn to compose with an individual style, and most composers get their doctoral degrees.
