Generally speaking, those engineering schools are peers. Specifically, UMinnesota-Twin Cities is one of the best schools in the nation for Chemical Engineering and for Materials Engineering.

All three are equal when it comes to 1 & 2, with a big leap ahead for UMN Twin Cities for Chemical Engineering as mentioned above.
Quality of life: VTech has the mildest weather. UMN will be the coldest but has more days with blue skies than Purdue. UMN is in a big city, VTech and Purdue are in towns/college towns.
Internships: all three will be good. UMN's will be on location (many Fortune 500 companies in the Twin Cities), Purdue's and VTech may have you "visit the country" (ie., look for internships away from campus but since they're nationally as well as regionally known, you could end up with internships anywhere :p).
