Biomedical Engineering – Rutgers vs. RPI/CMU/Tuft?

Hi my D got accepted in Rutgers, Penn State as well as Drexel Biomedical Engineering program(undergrad). Rutgers is in state, the cost will be ~ 29K. She also applied to RPI/Tuft/CMU and has fair chance to get in. We can spend 15/20K extra if the school adds lot of value. What you recommend? Thanks,
