Virginia Tech or VCU? Any suggestions?

I live in New Jersey and I'm currently attending community college. I plan on transferring in 2018. I'm asking this because I want another school to fall back on in case my top choice doesn't take me. I've been to Virginia numerous times before, but not in the areas of these schools. My major is communications. Which school is better for my major? And if so, could anyone recommend schools with good communication programs on the east coast and down south too? Thank you! (Also a side note: finances are a consideration for me choosing a school).
