It would be a bit tougher, since you are an international applicant. However, I think you stand a good chance, but it is Columbia with an acceptance rate of around ~7% (7 out of a 100 PEOPLE), so please make sure to have some good, realistic, backup options.

If you're an international, it wouldn't hurt to apply to SUNY Buffalo, one of the best schools for international applicants.

Since the applicant is US citizen, wouldn't this count as domestic for admission purposes and chances?

It is impossible to chance for a school with such a low acceptance rate. https://undergrad.admissions.columbia.edu/classprofile/2022 There is simply not enough room for all of the very well qualified applicants. Give Columbia your best shot but also work hard to create a balanced college list that includes reach, match, and safety schools that appear affordable (run net price calculator) and that you would be excited to attend.
