Questions regarding supplementary recommendations

Is it helpful or harmful to have supplementary recommendations from whom other than subject teachers and conselor? Such as a letter from the choir conductor to elaborate on music talent, character and leadership.

Besides, is a recommendation from a RELATIVE, who is a music celebrity, acceptable/recommended for application to both colleges and conservatories?
