Penn State main vs.satellite campus

When I apply to Penn State main campus should I list a satellite campus as an alternative?
I have heard that if you list an alternate they will fill up their satellite campuses first and not accept you into the main campus. Is this true? I have also heard the opposite: if you don't choose an alternate campus and you don't get accepted to main you would have to reapply to an alternate campus. Does anyone have any info on this?
