First Year Transfer Advice Needed

Rutgers has always been my number one but unfortunately last year I was denied by the New Brunswick campus and accepted into Newark and Camden. I'm currently attending Monmouth University but definitely plan on applying as a transfer to Rutgers New Brunswick for my sophomore year of college. I've been trying to find information / guidance for students who plan on applying as a transfer in the future, but all I seem to find it information for students who have already been accepted as transfer students.
If I'm applying to transfer to Rutgers for my sophomore year of college (Fall 2018) and the deadline for transfer applicants is February 1st, 2018, does this mean that they only look at my first semester scores? Furthermore, will they still weight my high school stats (SAT scores) heavily if I've completed 1 year of college?
I'm pretty confused on the process and am looking for a bit of guidance. If anyone could help explain the process / give advice, that'd be awesome! Thanks :)
