SAT Subject Tests

Can someone please explain the requirements for SAT Subject Tests? I understand that some schools within Cornell require them as others do not; however, it also stated that for ED a Mathematics Subject Test was required? Is this true?

- ALSO -

Basically, can someone tell me if this is a suitable plan?
I did terribly on my two subject tests (Chem 500, Bio 540)...I really think this would be a hinder on the rest of my application. Do you think I should just retake them in November and apply for Regular Admissions? I wouldn't have time to retake them in October because of the SAT I reasoning test...

I could take the ACT in September and retake Subject Tests in October, then apply Early Decision?
