Transferring to Cornell into Freshman Class

Hi! I'm interested in transferring into cornell. I am a rising freshman in college this year, and will be applying for Fall 2019. However, I was wondering if I could apply as a transfer but enrolled as a freshman at Cornell. (I really don't want to miss out on the first year experience). I read on their website under transfer housing:

"Note: In limited situations, transfer students who qualify as first-year students are placed in first-year residences."

What does this mean to "qualify" as a first-year student? Not meeting the minimum credits to fully transfer? Can I opt do qualify as a first year student?
