Definition of BscTech in New Zealand

I'm looking at a graduate program in New Zealand and they want someone who's completed "4th year BScTech studies".

Is this equivalent to a B.S. in the american system? The program gives three years of funding for a PhD, so it seems to neglect the masters aspect (I know this is common in Europe, where the masters is a separate degree program itself).
