I have a 31 on the ACT but 640 U.S. History Sat II and a 680 Math I Sat II. Will that keep me out of highly selective schools?

If you are worried, you can retake the SAT IIs again in October.

If the school requires Subject Tests, then yes, low scores can keep you out of highly selective colleges unless you bring a hook. If the school does not require Subject Tests, don't send 'em. Or, retake!

Frankly, your ACT score is no better than your SATII scores, but all of your scores will get you into good universities. However, are you a top contender for top-10 schools? Unless you have a big hook it is unlikely. Depending on how you define highly selective, your scores in everything are either fine or they need improvement.
