We're legal guardians: How does she apply?

We've had legal custody of my husband's niece for almost 7 years, but haven't adopted her. Both her parents are living but are transient and in extreme poverty.When she applies for financial aid, whose info does she use, ours or her parents'? Is there any specific financial assistance for a student in her position?
