FAFSA question regarding wages / housing

Question 88/89. How much did your Parent 2 (father/mother/stepparent) earn from working (wages, salaries, tips, etc.) in 2016?
We have minister status. Do we include the housing allowance in this question? It asks for housing allowance later in the non-taxable income section. I am getting different answers from people who should know & now I'm confused.
I received this answer from a tax preparer (but she hasn't filled out the FAFSA in 8 years), "This question is used to determine an allowance, so it is advantageous to have all your income included." However, my pastor told me that he does NOT include the housing in the wage question.
Does anyone know if we should add wages + housing in the question above?

    This is part of the tax return information I believe, so did you report the housing allowance as taxable income in the wages line of your tax return?

    Question88/89 I believe wants to know how much was earned income of the reported AGI on the tax return.

    You are also supposed to put the earned income of parent 1 and parent 2 separately where asked.

    If your housing allowance was not taxable income, then it should be reported under untaxed income on FAFSA as far as I know.
