Are are undocumented students known as international students and are thus eligible for institutional aid is there even an eligibility criteria for institutional aid like state and federal aid?

    It depends upon the school as to what aid international students may receive, and how undocumented students are treated. The state has a lot to do with it too. However, neither may get federal financial aid. No PELL, no Direct Loans, for example.

    In NY, anyone who lives in state, has graduated from a NY highschool with a certain number of years is eligible for certain grants. Colleges Usually can give whoever they want of their own money whether for financial aid or merit.

    Depends on the college. For state universities, depends on state rules.
