Columbia vs. UChicago--Master's in Political Science

Which is the better program? I know of someone who's been accepted to both. I saw on another thread that Columbia treats its Masters students as cash cows and is primarily invested in its PhD programs. Is this true? Wouldn't that also be true for UChicago?
