applying for an internship

When an internship is offered (via a flyer, online page, etc.), and no application/instructions are attached besides a company address, an e-mail address, and a phone number (in that order), what are you supposed to do? Are you supposed to e-mail them your resume? In my experience, whenever I ask an organization how to apply (via e-mail) or whenever I request an application, I never get a response.
