American applying for Hong Kong University for Sophomore year?

So I got into California Polytechnic Pomona this year for Electrical Engineering. I was wondering if I could transfer to a Hong Kong University (HKU etc) for sophomore year. I was originally planning to attend a Hong Kong University for my Freshmen year but did not apply.

Is it easier for international students to get in (because they pay more)? Will they look at my old High school grades and SAT scores or will they look at my freshman college scores?
