I`m stuck!

Hello every one,
I`m an international undergraduate community college student(engineering). This is my second year at the college and in the U.S as well. My family is paying for all of my expenses, which is around $25k per year including the college tuition. And now I need to transfer to 4-year university, which will double my expenses, and there comes the troubles. Indeed, our limit is fixed at $25k, my dad is not willing to pay any more for my school, and he is all the way right, he always cut from his expenses in order to pay for our school expenses for years.
Basically max. tuition I can afford is around $12k, as you know there are no good school for the price. Big schools, such as , UW-Madison, VT etc are all around $20k. I cant even explain how much stressed I am right now, because every semester I spend in the U.S is a huge cost for my dad, and that is bothering me a lot. And I don't have any option to choose.
I know that it is extremely hard for international- undergraduate students to receive scholarships, and nearly impossible to receive financial aid. My HS gpa is terrible but current college gpa is 3.4. I would try getting a loan, if I had guarantor in the states, but I don`t. Now I`m almost done with the college but I dont know which school to go, I certainly don`t want to go to a very low and cheap collage after having this much hard time in the U.S. This uncertainty is killing me, I though , anyone might have any advices?.
