College choice help (I haven't got a clue)

I'm an international student from Ethiopia,

SATs probably 1900-2200 ( I'm taking them this October)
SAT subject tests probably all well above 700 ( December)
GPA= 84, its low because of my school's rigorous curriculum
not too many extracurriculars, but above average for an international student.
Ethnicity Black of course
I'm an overall well rounded student, possibly great recommendations

So, what colleges should I apply to I'm making up a list of about 10, but I have no idea where I should apply. I love the Northeastern region, Urban,Rural,Suburban--doesn't really matter. I'm thinking about Cornell as a dream school. But where do I stand, I would love it if someone would suggest additions to my list or just create a list of your own 10 recommendations (include dream, fit and safety schools). FINANCIAL AID IS THE BIGGEST CRITERIA for me so colleges MUST meet my needs, plus I'm planning on majoring in Biology/Biochemistry, good colleges for those majors.

    I'm from ethiopia too but I live in Germany
    So one question is...do you actually live in Ethiopia or do you only hold the citizenship? i think that might matter....and have you taken the TOEFL? Some schools require you to do that.
    Have you thought of liberal arts colleges? Theere are lots of schools which offer need-based aid ;)
    But I can't recommend any as I am not interested in biology/biochemistry ;)
