    There are a lot more colleges if you are willing to apply to need-aware colleges. They still meet the full need of admitted students, but they don't quite have the funds to admit all qualified international students with financial need.

    I'm not 100% sure but I heard that Middlebury dropped need-blind policy for int'l students.

    But I guess that OP asked for sth different - which schools meet full demonstrated need. There are definitely more than 7 of them. I'm sure about Swarthmore, but dunno about the other.
