Congressional Internships

I've been looking around for awhile and found that most Congressmen (all I've looked at) only offer internships to college students. Is there any way to intern for them as a High Schooler? How would one go about doing such? I have a really good resume for someone my age (especially in the field of politics) so I'm just trying to get to the point where I can apply.

    have you looked at your local offices? They should all have a footprint in their home districts that might be more relaxed on their requirements
