What's most important for admission?

Which year is most important to McGill in terms of grades, 10th, 11th or 12th? If I had average grades in 10th and 11th (B average) and get all A's in 12th grade, plus decent scores (32 ACT) would they still consider me for something like Arts or Engineering? I'm from the US btw
