Transfer chance

I'm currently enrolled at a highly selective liberal arts college in the United States. McGill was my first choice but I was rejected last year for the Faculty of Arts. I want to transfer to the Faculty for the Fall of 2010 to study French language and literature. McGill is the right choice for obvious reasons.

I have a 3.9 GPA, scored a 31 on my ACT, and am enrolled in courses relevant to my intention to study French at McGill.

On paper, I'm most certainly qualified for McGill. I have excellent extra-curriculars/reasons for wanting to study at McGill specifically. However, if I was rejected for freshman admissions (with worse credentials than I have now) will I be rejected for transfer automatically?
