Never received National Merit Commended letter?

I am currently a senior in high school. I took the PSAT in fall of junior year (2014). I got a 217 on the PSAT and my state (NY) had a cutoff of 219.

I heard that commended students would receive a letter of commendation but I never received it? Did anyone receive it? Or have they stopped commending students? I'm asking because I'm applying for a scholarship that asks me to list any recognitions I've received and if National Merit Commended isn't a thing anymore, then I obviously can't list it.
