What are my chances?

I want to go to university Park for engineering. I have a 4.0 weighted gpa on a 4.0 scale. I've taken 17 honors or ap classes. I played soccer for four years and band for four years. I'm in nhs and am president of my school's TV club. I got a 1600 the first time on my Sats, 550 reading, 550 math, 500 writing, and a 1640 the second time, 570 reading, 540 math, 530 writing. I have over 200 hours of community service. I do not want to do the 2+2 program. What are my chances?

do you have any idea what your unweighted gpa is? penn state will likely convert it differently to their own scale. your sat is a bit low but most of the emphasis is on gpa so that is very important.

I do not know my unweighted gpa, and I know I'm a bit low on Sats, but I was hoping my GPA would make up for it
