I would like to know whether Penn State accepts students for Schreyers only if they are willing to join Schreyers or it also accepts students of exceptional stats who have not chosen the option of wanting to join Schreyers in their applications.

    No, you can only get accepted to Schreyer with a separate application, and why would anyone fill it out if they did not want to be in the honors college in the first place?

    They might send you an email after you apply to the university and tell you about the honors college and how it might interest you. However this is no indication that they will accept you even if you do decide to apply.
