It's certainly not too late - most of the D3 coaches don't get focused on non-impact players until their season is over which is the next week or so.
The Ivies most definitely recruit through January and the D3s even later.
I don't believe there are any NCAA restrictions on when DIII football coaches (which includes NESCAC coaches) can call recruits.
The NCAA restrictions apply to DI coaches, which includes the Ivies (DI-AA)
Each school gets a different number of athletes within each band.
For example, Harvard two years ago was limited to the following number of recruits in band 1-4: 2, 5, 10, 13.
For Dartmouth, the numbers were: 2, 8, 15, 5.
