Underdog reapplying to Rice, chance me pls

I NEED to get into Rice primarily so I can vote for my boss in the 2020 election

Currently going to Uni Houston, majoring Pol Sci. First semester GPA is 3.2.

1250 SAT super-scored in high school, but I'm retaking the ACT this Febuary

High school gpa was a 2.5 or something like that, but it's a huge upward trends so it should be fine. Jumped from a 2.1 to a 3.75 in one yrear.

High school EC's - Class President, Board member of philanthropy group that donated $15K to the community (and a bonus 5K thanks to our congresswoman), started a leadership development club, BPA officer for two years, cross country.

College EC's - Interning for an amazing candidate for congress. Involved/volunteering with many many local republican groups. I write articles for a small media outlet some college students created. I'm expecting to become a precinct chair in Feb for my campus which means I just rally people to vote and help vote on decisions for my county republican party (which includes Rice). I would be considered an "elected official" which is kind of cool because political candidates kiss up to me

I'm a great interviewer, great essay's. Previously appointed to West Point Prep school. I also do NROTC at Rice and work at a certain store in Rice Village, so I'm pretty much always there. Black male if that matters.

I think your jump in GPA shows that you have a lot of potential! I'm not sure exactly how transfer works at Rice, but improving your scores can definitely be helpful. I wish you the best of luck, and Rice is my top school!

Why can't you vote for your boss if you're not at Rice?

I would not bother taking the ACT. The SAT and ACT are exams meant for HS students -- I don't think a college admissions officer will be impressed by score on a HS test taken by a college student.

For transfer applicants, they look at college GPA. A 3.2 isn't going to get you into Rice no matter how well you do on the SAT. I would just save your money and keep studying at UH.

Unlike many schools, Rice sounds like they're fine with scores taken while a college student. https://admission.rice.edu/apply/transfer/transfer-faqs

I think that you should try very hard to get your GPA up for the next two semesters. This might give you a better chance in a year (assuming that you are a university freshman).

Well. You could've said that earlier and saved me 50 bucks. And I can't vote for my boss due to congressional districts. I thought rice fell within the district but I was wrong

Was that the only reason you wanted to go to Rice? Because it sounds like you are doing really well at Houston and are involved in activities you really like. What makes Rice a better fit for you? Or better yet, why do you think it's a better fit than Houston?

If you didn't get into Rice as a high school senior, I would say your chances are not very good this time either. Rice is a very hard admit for a transfer student. Last year 684 applied to transfer, and 78 were accepted (11.4%). Of the 78 accepted, 39 enrolled. The minimum college GPA to apply as a transfer is 3.2 I imagine many students with nearly perfect GPAs from schools a lot more rigorous than U of H were turned down. Read through last year's transfer thread to get an idea of who got in. https://talk.collegeconfidential.com/rice-university/2129023-rice-fall-2019-transfer-thread-p9.html
