On the website, it just says Application Status: Not Admitted does this mean they have rejected me? do they not send a rejection letter or anything ?

    Call them. I had the same thing with a SUNY and found out that they didn't have the transcript and SAT scores. Guidance cleared it up with them, but they were stapled to someone else's papers!

    The website is usually updated a few days before you'll get mail, but I'd still call if you are unsure.
